Aquora is a software-only triage system for flood response. It reads hazard, household and live need together — then ranks every family P1–P3, with the reason printed next to the rank.
Every monsoon, the maps come out. Red polygons over villages, blue shading over fields. They show the water beautifully — and the people not at all. A red zone treats an 82-year-old on insulin exactly the same as three healthy adults with two days of rice. That is not triage. That is geography.
Aquora starts where the hazard map stops. It registers each household anonymously, profiles what makes it fragile, listens to what it asks for — then ranks who gets help first, and writes down why. Same water, different clock.

Towers drown first. So Aquora works with no signal: every phone keeps its own copy, carries its neighbours' updates, and syncs when the sky clears. Trust is scored — newness, role, corroboration — never assumed.

The update hops phone-to-phone over a QR code and a hotspot. Nobody reads it; everybody carries it.

Same tiny packet, one more hop. Still no names, no medical details — those never travel.
T+130 — SYNC
The packet uploads once, duplicates collapse, and the dashboard turns R17 red.
